City Council established CreateTO in 2017, which is responsible for managing the City's real estate portfolio, developing City buildings and lands for municipal purposes, and delivering client-focused real estate solutions to City divisions, agencies, and corporations. The members of the CreateTO board also serve on the boards of Build Toronto and the Toronto Port Lands Company.

Build Toronto is the real estate and development corporation created to generate value from the City's real estate assets. The mandate of Build Toronto is to unlock the value in under-utilized lands to attract targeted industries, stimulate the creation of desirable employment, and regenerate neighbourhoods.

The Build Toronto Corporation was established by City Council in October 2008 under the authority of the City of Toronto Act, Ontario Regulation 609/06. Build Toronto is incorporated under the Ontario Business Corporations Act, with the City of Toronto as its sole shareholder.

Board responsibilities

The board is responsible for supervising the management of the business and affairs of the Corporation, including the following:

• developing surplus lands and excess real estate with development potential owned by the City and its agencies and corporations
• working with other sectors in urban regeneration
• remediating brownfields
• being a catalyst for development
• recommending the optimal use of City real estate holdings
• using financial incentive tools as provided by the City

"Developing" may include a wide range of activities focused on unlocking value including acquisition and disposition of properties, project management, financing, environmental remediation, planning and rezoning, and joint ventures with other private and public sector organizations.

Term of office

The term of office for public members is two years, and members serve until their successors are appointed.

Composition

Following City Council's creation of the Toronto Realty Agency - now CreateTO - in May 2017, effective January 1, 2018, the members of the CreateTO Board have also been cross-appointed to the Build Toronto Board.
