PortsToronto

PortsToronto is a federal public authority that regulates navigation within the harbour and provides transportation, distribution and storage container services to businesses. PortsToronto owns and operates the Billy Bishop Toronto City Airport, Marine Terminals 51 and 52 and the Outer Harbour Marina.

Board responsibilities

The board is responsible for the management of PortsToronto's activities and for regulating navigation within the harbour.

Term of office

Under the Canada Marine Act, directors are appointed to hold office for a term of not more than three years provided that not more than half of the directors' terms expire in the same year. Terms are renewable twice only, and a director shall serve no more than nine consecutive years on the board.

Composition

The board is composed of:

  • 9 citizen members, 1 of whom is appointed by the City of Toronto

The Act provides that if the City's position on the board remains vacant for more than one year, the Governor in Council may appoint a director who has been nominated by the Minister of Transport.

Qualifications

Section 16 of the Canada Marine Act contains specific eligibility requirements for directors of a port authority. If the City appoints an individual who is deemed to contravene the eligibility requirements set out in the Act, the Minister may nullify the City's appointment.

In addition to the general eligibility requirements set out in the Public Appointments Policy, the City's public member should possess:

  • recognized experience in one of the following areas: the transportation industry, the business community or legal
  • an understanding of the City's interests

Meetings

The board usually meets once a month or at the call of the chair.
