Legacy Fund Allocations Committee

The Legacy Fund Allocations Committee (LFAC) for the Toronto 2015 Pan Am/Parapan Am Games was established to provide oversight and accountability for the Toronto 2015 Sport Legacy Fund. A key purpose of the Legacy Fund is to contribute to the operation and maintenance costs of designated Legacy Facilities, including the Toronto Pan Am Sports Centre.

Committee size and composition

The committee consists of 7 members composed of:

  • 2 members appointed by the government of Canada
  • 2 members appointed by province of Ontario
  • 1 member appointed by the Canadian Olympic Committee
  • 1 member appointed by the Canadian Paralympic Committee
  • 1 member appointed by the City of Toronto

Term of office

The City's appointed member serves a term of 3 years. A member may be reappointed once.

Eligibility requirements

In addition to meeting the general eligibility requirements set out in the Public Appointments Policy, and the City Council approved governance structure for the LFACOpens in new window, public members of the committee may not be:

  • an elected official
  • in an employment relationship with the entity that selected the individual
  • in a direct financial or business, or employment relationship in any of the Beneficiary Legacy Facilities

In addition, public members are ineligible for appointment if they or their children, parents, or spouse are, or in the 12 month period prior to an appointment taking effect were employees, officers, directors or agents of:

  • the University of Toronto or members of its Governing Council
  • Toronto Pan Am Sports Centre (TPASC) Inc., or one it its licensees, leaseholders or tenants
  • the Toronto Foundation or such other body or organization from time-to-time involved in reviewing or approving allocations from the Legacy Fund
  • other Beneficiary Legacy Facilities (other than TPASC Inc.) which are eligible for allocations from the Legacy Fund, or any of their licensees, leaseholders or tenants

Qualifications

The public member appointed by the City should have significant experience in one or more of the following:

  • financial management
  • large corporate board experience
  • oversight of fund management and investment
  • senior level intergovernmental relations

Meetings

Meetings of the Legacy Fund Allocations Committee are held approximately 2 - 4 times at year or at the call of the chair. Meetings are held during weekday hours.

Remuneration

There is no remuneration paid to committee members.
