Recommendations

The Chief Executive Officer recommends that the Board of Directors of CreateTO receive this report for information.

Summary

In recognition of the urgent need to expedite efforts to transform Toronto’s housing system, this report provides the Board of Directors, CreateTO with a broad update of 2026 housing-related priority work items:

 

·       Sites Under Construction (6 sites)

 

·       Sites with Secured Proponents (4 sites)

 

·       Sites in a Market Offering Process (1 sites)

 

·       Sites that have Received Initial Planning Approvals (8 sites)

 

·       Sites Undergoing Initial Planning Approvals (4 sites)

 

·       Sites Managed by Other City Partners (2 sites)

In response to City Council direction through EX25.1, in April 2026 the Housing Development Office will be bringing forward a three-year workplan and prioritization of the Toronto Builds portfolio to the Planning and Housing Committee.

Financial Impact

There is no additional financial impact to CreateTO arising from the recommendations in this report. Resources required to support this initiative are being allocated from the current staffing complement and are part of the approved operating budget.

 

Due diligence, marketing and human resource costs are being recovered by CreateTO in line with current City-approved capital budgets.

Recommendations

The CreateTO - Human Resources Committee recommends that Board of Directors, CreateTO:

 

1. Request the City Clerk, in consultation with the Committee Chair, to schedule two meetings each year in late-January and June, with the next meeting to be scheduled in June 2026, and to schedule any additional meetings as required at the request of the Chair or Committee.

 

2. Request the Vice President, People and Culture to report to the June 2026 meeting with information related to CreateTO’s People and Culture strategy, workforce data, and workforce-related matters.

Summary from the report (February 5, 2026) from the Vice President, People and Culture, CreateTO

This report provides a recommended annual workplan for 2026 for the CreateTO – Human Resources Committee. This plan includes recommended meeting frequency and key deliverables (including 2026 annual objectives and updates on CreateTO’s People and Culture strategy).

 

At its meeting on January 26, 2026, the Board of Directors, CreateTO re-established the CreateTO - Human Resources Committee. This Committee makes recommendations to the Board of Directors, CreateTO on human resources-related matters. These matters include: human resources strategies, plans, principles and related risks; compensation; and the review and recommendation of annual objectives.

 

The proposed CreateTO – Human Resources Committee annual workplan guides the Committee’s activities for the year and is aligned to its mandate. At its next meeting, staff recommend the Committee receive an update on CreateTO’s People and Culture strategy, workforce data, and workforce-related matters.

Summary

The CreateTO - Human Resources Committee considered a draft list of 2026 annual objectives at their February 20, 2026 meeting. The Committee referred the item to staff with direction to report directly to the March 6, 2026 Board meeting with revised 2026 annual objectives that reflect the feedback received from the Committee.

Financial Impact

There is no financial impact to CreateTO or its managed corporations as a result of the adoption of the recommendations in this report.

Recommendations

The Chief Executive Officer, CreateTO recommends that the Board of Directors:

 

1. Approve and direct the Chief Executive Officer to implement a Cost-of-Living Adjustment (COLA) for all CreateTO employees for the 2026 fiscal year, aligned with the percentage provided by the City of Toronto to its non-union employees.

Summary

As part of CreateTO’s ongoing commitment to maintaining competitive compensation and fostering employee retention, the Chief Executive Officer, CreateTO is recommending the implementation of a cost-of-living adjustment ("COLA") within the Board-approved budget. This annual practice aligns with the City of Toronto’s approved increase and reflects the organization’s responsiveness to economic conditions.

Financial Impact

The 2026 approved operating budget includes an estimate for COLA. The City COLA percentage of 1 percent is within management’s estimate.

That:

 

1. The Board of Directors, CreateTO re-open item RA23.9, headed “Re-establishing the CreateTO - Human Resources Committee”.

 

2. The Board of Directors, CreateTO appoint Marcie Zajdeman to the CreateTO Human Resources Committee.

Summary

On January 26, 2026, the Board of Directors, CreateTO re-established the CreateTO Human Resources Committee and amended the Terms of Reference. The Board made two appointments to the committee, leaving one vacancy on the committee.

 

This letter recommends the appointment of Marcie Zajdeman to the CreateTO Human Resources Committee.
