Summary

The TTC Chair’s office has been in receipt of a health and safety related complaint, reported on April 10, 2026, where the complainant(s) expressed initial concerns about the health and safety conditions at a particular worksite, and subsequently raised further concerns regarding the timing or visibility of corrective actions following identification of an issue. This has raised questions about how health and safety concerns are escalated, tracked, and resolved once reported.

 

I am requesting that staff present to the Committee about the particular incident, and in general with respect to the physical and procedural controls that exist to deal with workplace health and safety issues to satisfy the Committee that:

  • there are clear, effective processes in place to ensure health and safety concerns raised by employees are addressed in a timely manner, and to understand where escalation, follow-through, or visibility of resolution may not have functioned as expected;
  • supervisory and management accountability, training, and escalation mechanisms related to health and safety concerns are functioning as intended, including whether supervisors are properly equipped and required to act on identified safety concerns; and
  • the TTC has the appropriate people, resources, and oversight mechanisms in place to promote a strong workplace safety culture, beyond the existence of formal policies, so that health and safety objectives and requirements are consistently met, and employee concerns are addressed through operational channels without requiring Board involvement.
