Urgent - Service disruptions due to mechanical and infrastructure failures have been significantly disrupting TTC service and impacting customers.
Commission Decision
The TTC Board, on April 16, 2026, adopted the following:
1. Request the CEO, Toronto Transit Commission to report to the Board in Q3 2026 on an action plan to address infrastructure related service delays, and include in the report to the TTC Board on the updated Capital Investment Plan as part of the 2027 Budget process the strategy by identifying unfunded capital investments as a part of 2026-2040 Capital Investment Plan that would contribute to the reduction of delays.
Summary
The first weeks of April saw several major service disruptions on the TTC, including hydraulic fluid leaks on April 8th and 10th, and signal failures impacting service on April 9th. Each of these incidents led to prolonged closures along Line 2 Bloor Danforth, the dispatch of shuttle busses, and major impacts for Torontonians trying to get to work, school, or appointments on time.
These delays are unacceptable and cannot become the new normal. Transit needs to be fast and reliable. Right now, transit riders use the TTC with the expectation that their daily commute will be impacted by a delay. Torontonians deserves better.
Infrastructure failures are the second largest cause of service disruptions, often due to aging infrastructure and delayed capital investments over many years. The TTC urgently needs to identify any required capital investments to the TTC’s assets and infrastructure which will reduce the frequency of delays caused by infrastructure failures such as hydraulic fluid leaks.
The TTC’s Capital Investment Plan 2025-2039 identifies needs and priorities, both funded and unfunded, laying out investment priorities over the long term. The TTC’s total unfunded needs are $37 billion, and many long-term capital investment needs remain unfunded.
This motion requests the TTC to report to the Board on any unfunded capital investments and to create an action plan to reduce infrastructure-related disruptions. If there are key priorities required through future budget processes, these need to be clearly and transparently communicated so that the Board and Council can prioritize these investments and advocate to higher levels of government for long-term, sustainable funding. The status quo of daily delays impacting customers cannot continue.
