TE34.22 - 240 McCaul Street - Official Plan and Zoning Amendment Application - Decision Report - Approval

City Council Decision

City Council on July 29 and 30, 2026, adopted the following:

 

1. City Council amend the Official Plan for the lands municipally known as 240 McCaul Street in accordance with the draft Official Plan Amendment included as Attachment 6 to the revised report (June 29, 2026) from the Acting Director, Community Planning, Toronto and East York District.

 

2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 240 McCaul Street substantially in accordance with the draft Zoning By-law Amendment included as Revised Attachment 7 to the revised report (June 29, 2026) from the Acting Director, Community Planning, Toronto and East York District.

 

3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

 

4. City Council classify the lands municipally known as 240 McCaul Street which are subject to the Official Plan and Zoning Amendment Application (City File 22 155555 STE 11 OZ) as a Class 4 Noise Area pursuant to Publication NPC-300 (Ministry of Environment, Conservation and Parks Environmental Noise Guideline - Stationary and Transportation Sources - Approval and Planning).

 

5. City Council request the Executive Director, Development Review to consider securing the following as part of the site plan agreement:

 

a. outdoor seating, to be located within or adjacent to the public right-of-way for public use, in consultation with Transportation Services;


b. low-carbon energy strategy that includes at least the following sustainability measures:


1. a highly energy-efficient building envelope;


2. low carbon building heating and cooling, including Energy Recovery Units that provide sensible and latent heat recovery from ventilation in each suite;


3. ample electrical outlets for bicycle charging in the interior bicycle parking area;


4. fixtures and appliances that are efficient in their use of water and energy;


5. electric-only appliances or fireplaces in the residential units;


6. accommodation for future solar photovoltaic system;


7. improved stormwater management measures;


8. installation of outdoor (dark sky) downward lighting;


9. of indoor space dedication for household hazardous waste;


10. to allow for electric vehicle supply equipment for 100 percent of motor vehicle parking; and


11. green roof; and


c. construction waste diversion.

Community Council Recommendations

Summary

This report recommends approval of an application by Ronald McDonald House Charities (“RMHC”) Toronto, to amend the Official Plan and Zoning By-law to permit a 19-storey building (61.2 metres tall, excluding mechanical penthouse), containing 200 hotel suites for short-term accommodation for families receiving treatment at nearby hospitals.

 

An Official Plan Amendment is required to redesignate the site from Neighbourhoods to Mixed Use Areas.
