Community Council Recommendations

The Toronto and East York Community Council recommends that:

1. City Council request the General Manager, Transportation Services to undertake the work required to reclassify Creek Place from a public laneway to a local road, and report back to the Toronto and East York Community Council for any approvals required, including any associated operational, legal or implementation considerations as appropriate, and, pending completion of the reclassification, provide winter maintenance services on Creek Place consistent with the service levels provided to local roads.

Origin

(July 7, 2026) Letter from Councillor Brad Bradford

Summary

Residents who live on Creek Place in Ward 19 have faced long-standing challenges related to road servicing and access to their properties. My office has been working with these residents to implement a sustainable solution to these challenges.

Creek Place is currently classified as a laneway, but it demonstrates several unique characteristics. While four properties located at the northern end of the street have rear access from Creek Place while fronting onto Dawes Road, an additional nine properties at the southern end rely on Creek Place as their primary means of access. At its entrance from Donora Drive, the right-of-way is approximately four to six metres wide, which is typical of a laneway, and runs behind the four properties fronting on Dawes Road. Further south, the right-of-way widens to approximately eight metres, consistent with the width of a local road, in the section serving the properties that depend on Creek Place for primary access.

I have worked with Transportation Services staff to develop this motion so that staff can undertake the work necessary to reclassify Creek Place as a local road and to ensure that these residents have access to the maintenance services, including winter services, that they require for their primary point of access.
