Community Council Decision
The Toronto and East York Community Council:
1. Amended the existing standing prohibition in effect at all times on the west side of Leader Lane, between King Street East and a point 30.5 metres south, to be in effect between King Street East and a point 15 metres south.
2. Amended the existing commercial loading zone in effect at all times on the west side of Leader Lane, between a point 30.5 metres south of King Street East and Colborne Street, to be in effect between a point 15 metres south of King Street East and a point 15 metres south.
3. Designated a Delivery Vehicle Parking Zone to be in effect at all times for a maximum period of 20 minutes, on the west side of Leader Lane, between a point 30 metres south of King Street East and a point 24 metres south.
4. Prohibited standing at all times on the west side of Leader Lane, between a point 54 metres south of King Street East and Colborne Street.
5. Designated Leader Lane, between King Street East and Colborne Street, as one-way for southbound traffic only.

Summary
The Omni King Edward Hotel (37 King Street East) and King Edward Private Residences (22 Leader Lane) are located adjacent to and have entrances onto Leader Lane, between King Street East and Colborne Street. Leader Lane is a public lane located next to these properties. It is signed to operate as one-way southbound and provides entrances to the hotel and residence on the west side.
The following parking regulations are currently in effect on this section of Leader Lane:
West side
- A Commercial Loading Zone that operates at all times
- The corner parking prohibitions at King Street East and at Colborne Street are signed with a standing prohibition at all times
East Side
- Stopping is prohibited at all times
The Omni King Edward Hotel and King Edward Residences expressed concerns regarding parking on this section of Leader Lane and the lack of short-term delivery opportunities next to the property and in this area.
I requested that the existing parking regulations on this section of Leader Lane be changed to facilitate a 20-minute Delivery Zone that will operate at all times. This Delivery Zone can be used by any motor vehicle undertaking delivery activities. The existing Commercial Loading Zone that generally occupies the entire block length will be shortened to 15 metres in order to accommodate the Delivery Zone. Staff conducted a site visit in June 2026 and confirmed the changes are feasible.
Transportation Services also detected an inconsistency in the traffic by-law related to the current traffic regulations in the subject section of Leader Lane. This inconsistency will be resolved with the approval of Recommendations 5.
