The Toronto and East York Community Council:

1. Authorized the reduction in the speed limit of all roads designated as Collector roads that currently have a speed limit above 40 kilometres per hour down to 30 kilometres per hour within the confines of Ward 9 - Davenport, excluding Collector roads that bound Ward 12 - Toronto-St. Paul’s.

2. Amended City of Toronto Municipal Code Chapter 950, Traffic and Parking, generally as outlined in Attachment 1 to the letter (July 2, 2026) from Councillor Alejandra Bravo.

3. Authorized the amendment of Schedule XLV (Part 1) to City of Toronto Municipal Code Chapter 950, Traffic and Parking, to remove the following streets from being excluded from the Designated Area such that the following portions of highways will then be included within the corresponding designated area in Column 1 in Schedule XLV (Part 1):

a. Auburn Avenue between Via Italia and Dufferin Street;

b. Geary Avenue between Dufferin Street and Dovercourt Road;

c. Hope Street between Nairn Avenue and Dufferin Street;

d. Lansdowne Avenue between Davenport Road and St. Clair Avenue West;

e. Rockwell Avenue between Old Weston Road and Silverthorn Avenue; and

f. Via Italia between Auburn Avenue and St. Clair Avenue West.

4. Reduced the speed limit from 40 kilometres per hour to 30 kilometres per hour on Emerson Avenue, between Bloor Street West and Wallace Avenue.

5. Reduced the speed limit from 40 kilometres per hour to 30 kilometres per hour on Emerson Avenue, between Lappin Avenue and Dupont Street.

Improving road safety across Davenport remains one of my top priorities. I often hear from residents and vulnerable road users regarding speeding drivers on several collector roads throughout our neighbourhoods. While these streets are classified as collector roads, they function more like local streets, connecting residents to many nearby schools, parks, and other everyday destinations. These streets and the neighbourhoods that surround them are used by hundreds of pedestrians, and include existing infrastructure designed to support safer travel.

As neighbourhoods in our city continue to grow and more people choose to walk, cycle, and use transit to reach nearby locations, higher vehicle speeds are creating safety risks that affect access to important community spaces. Reducing vehicle speeds on these streets is an important step towards reducing risks in our neighbourhoods and ensuring safety is prioritized.

The City of Toronto's Vision Zero 2.0 Road Safety Plan identifies speed management as one of the most effective ways to reduce the likelihood and severity of collisions. This plan recognizes that lower speed limits are a strong tool for improving safety, especially on streets with schools, parks, and local businesses.

Over the past several years, significant progress has been made to improve road safety across Davenport. These efforts include the installation of new speed humps, the implementation of several neighbourhood traffic safety plans, and investments in pedestrian and cycling connections. Building on this progress, the recommendations below will reduce the posted speed limits on all collector roads that function as neighbourhood streets from 40 km/h down to 30 km/h.

Overall, these measures represent a comprehensive approach to traffic safety that advances the Vision Zero 2.0 objectives and builds on the work of creating a safer Davenport for all.
