City Council Decision
City Council on July 29 and 30, 2026, adopted the following:
1. City Council amend the Official Plan for the lands at 181 to 195 Dundas Street West and 63 Centre Avenue substantially in accordance with the draft Official Plan Amendment included as Attachment 6 to the report (June 18, 2026) from the Director, Community Planning, Toronto and East York District.
2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands at 181 to 195 Dundas Street West and 63 Centre Avenue substantially in accordance with the draft Zoning By-law Amendment included as Attachment 7 to the report (June 18, 2026) from the Director, Community Planning, Toronto and East York District.
3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

Community Council Recommendations
The Toronto and East York Community Council recommends that:
1. City Council amend the Official Plan for the lands at 181 to 195 Dundas Street West and 63 Centre Avenue substantially in accordance with the draft Official Plan Amendment included as Attachment 6 to the report (June 18, 2026) from the Director, Community Planning, Toronto and East York District.

Origin
Summary
This report recommends approval of the applications to amend the Official Plan and Zoning By-law to permit a 41-storey mixed use building with retail at-grade, non-residential uses on floors 2 to 20, and 135 residential units above.
The Official Plan Amendment is required to permit the proposed development to be visible behind the silhouette at the west side of City Hall’s West Tower, as protected in the City's Official Plan view policies.
The proposed Official Plan and Zoning By-law Amendment applications are consistent with the Provincial Planning Statement (2024), conform to the City's Official Plan, and represent appropriate intensification that is compatible with the existing and planned context.
