TE34.105 - Transit Priority Measures to Support Transit Diversions During Construction on King Street West

City Council Decision
City Council on July 29 and 30, 2026, adopted the following:
1. City Council authorize amendments to parking and traffic regulations as set out in Attachment 1 to the report (June 19, 2026) from the Director, Congestion and Network Management, Transportation Services, to take effect from November 1, 2026, until regular Toronto Transit Commission streetcar service has resumed along King Street West.
2. City Council delegate, despite any City of Toronto By-law to the contrary, to the General Manager, Transportation Services, from October 1, 2026, to June 2, 2027, inclusive, for the purposes of implementing and then addressing any operational and/or safety issues that may arise in relation to the project identified above, the authority to implement changes and submit directly to City Council any necessary Bills for by-law amendments to the schedules to City of Toronto Code Chapters on the streets and within the parameters as identified in Attachment 2 to the report (June 19, 2026) from the Director, Congestion and Network Management, Transportation Services.
3. City Council request the General Manager, Transportation Services and the Chief Engineer and Executive Director, Engineering and Construction Services, in consultation with the Chief Congestion Officer and Executive Director, Strategic Capital Coordination Office, to report to Toronto and East York Community Council in the first quarter of 2027 with a status update on transit priority and traffic mitigation measures associated with the watermain replacement and Toronto Transit Commission streetcar track work along King Street to ensure reliability and travel times are maintained to the extent feasible, as well as an update on communications and public/stakeholder engagement activities.
4. City Council direct the General Manager, Transportation Services and the Chief Engineer and Executive Director, Engineering and Construction Services, in consultation with the Chief Executive Officer, Toronto Transit Commission, to recommend an expiration date for the proposed temporary parking and traffic regulations on Queen Street West and report back to the Toronto and East York Community Council in the first quarter of 2027 for consideration.
5. City Council direct the Chief Engineer and Executive Director, Engineering and Construction Services with support from Transportation Services and the Toronto Transit Commission, to ensure that the construction communications plan reflects the phasing of the work and to assure that residents are well advised of sequencing and efforts being made to minimize the travel impacts along the impacted corridor.

The Toronto and East York Community Council requested the Chief Engineer and Executive Director, Engineering and Construction Services to consult with the local Councillors and report directly to the July 29, 30 and 31, 2026 meeting of City Council with an interim communications and engagement plan related to the watermain replacement and TTC streetcar track work on King Street, including engagement activities to take place before construction begins in Fall 2026.

Summary
Transportation Services is requesting approval, on behalf of the Toronto Transit Commission (TTC), to install temporary transit priority measures (TPMs) associated with the transit diversion for multiple construction events occurring concurrently on King Street West between Close Avenue and Spadina Avenue. The transit diversion discussed in this report covers the period from November 1, 2026, until approximately May 1, 2027. The ongoing construction, which includes watermain and streetcar track work, will require streetcar operations to be suspended. The 504 King streetcar will be diverted onto Queen Street West, between Roncesvalles Avenue and Spadina Avenue. To maintain coverage on King Street West, a 504 King replacement bus will operate, and the 503 Kingston Rd replacement bus will also be extended further west to Dufferin. The construction during this transit diversion includes track repairs and watermain replacement on multiple segments of King Street West, including: between Close Avenue and Dufferin Street, between Shaw Street and Bathurst Street, and between Portland Street and Spadina Avenue.
The recommended temporary TPMs in this report will improve the speed and reliability of impacted TTC routes during the three construction events occurring on King Street West between Close Avenue and Spadina Avenue. The TPMs include changes to curbside regulations, including new and extended ‘No Stopping’ restrictions and new and extended left-turn prohibitions. The proposed changes will benefit the 60,000 customers travelling each day on 504 King, as well as the 30,000 daily customers on 501 Queen (based on Fall 2025 ridership).
To support streetcar and general traffic operations along the diverted transit routes, this report recommends the following temporary measures to be implemented on the following road segments:
- New/Extended ‘No Stopping’ from 7 a.m. to 11 a.m. and 2 p.m. to 7 p.m., Mon. to Fri.:
- Queen Street West from Roncesvalles Avenue to Shaw Street, north side
- New/Extended ‘No Stopping’ from 7 a.m. to 11 a.m. and 2 p.m. to 7 p.m., Mon. to Sun.:
- Queen Street West from Roncesvalles Avenue to Shaw Street, south side
- Queen Street West from Shaw Street to Spadina Avenue, both sides
- New/Extended Left-turn Prohibitions from 7 a.m. to 7 p.m., Mon. to Sat. or 2 p.m. to 7 p.m., Mon. to Fri. at various intersections along Queen Street West from Roncesvalles Avenue to Spadina Avenue.
The proposed changes to curbside restrictions and turn restrictions are provided in detail in Table 4 and Table 5.
As TTC operates transit service on Queen Street West, City Council approval of this report is required.
