City Council Decision

City Council on July 29 and 30, 2026, adopted the following:

 

1. City Council amend the Official Plan for the lands municipally known as 3583 and 3585 Lawrence Avenue East substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District.

 

2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 3583 and 3585 Lawrence Avenue East substantially in accordance with the draft Zoning By-law Amendment included as Attachment 6 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District.

 

3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

Community Council Recommendations

The Scarborough Community Council recommends that:

 

1. City Council amend the Official Plan for the lands municipally known as 3583 and 3585 Lawrence Avenue East substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District.

 

2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 3583 and 3585 Lawrence Avenue East substantially in accordance with the draft Zoning By-law Amendment included as Attachment 6 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District.

Summary

This report recommends approval of the application to amend the Official Plan and Zoning By-law at 3583 and 3585 Lawrence Avenue East to permit the construction of two towers (35 and 34 storeys) containing 661 residential units, with retail at grade and medical office uses on the second storey. The development proposes 61,304 square metres of gross floor area (GFA), consisting of 58,747 square metres of residential gross floor area and 2,557 square metres of non-residential gross floor area, resulting in a floor space index (FSI) of 8.65. The existing one-storey commercial building will be demolished.

 

This report recommends including a Holding (H) provision in the zoning by-law for the subject site to ensure that the identified infrastructure matters are addressed to the satisfaction of the Chief Engineer, Engineering Construction Services and a revised Pedestrian Level Wind Study, including a Wind Tunnel Study, is submitted to the satisfaction of the Chief Planner and Executive Director, City Planning.

 

The proposed development is consistent with the Provincial Planning Statement 2024 (PPS 2024) and conforms to the City's Official Plan. The proposal will intensify an underutilized site at the intersection of two major arterial roads benefiting from frequent public transit. The existing and planned context of the surrounding area make the lands suitable for a higher density, mixed use development.
