Community Council Decision
The Scarborough Community Council:
1. Authorized the installation of traffic calming (thirteen speed humps) on Westbourne Avenue, between Donside Drive and St. Clair Avenue East, generally as shown in Attachments 1, 2 and 3, Drawing Nos. TC-754, TC-754-1 and TC 754-2, to the letter (July 9, 2026) from Councillor Parthi Kandavel.

Summary
Westbourne Avenue is a local residential street that also functions as a neighbourhood throughfare between Donside Drive and St. Clair Avenue East. Residents have raised ongoing concerns about speeding, traffic volumes, and road safety, particularly given the number of pedestrians, cyclists, families, seniors, children, and other vulnerable road users who use this street daily.
Through consultation by the Councillor’s office, residents expressed support for stronger traffic calming measures to help reduce vehicle speeds and improve overall safety and comfort in the neighbourhood. The proposed installation of thirteen speed humps is intended to discourage unsafe driving, calm traffic, and create a safer street environment for all road users.
