Community Council Decision
The Scarborough Community Council:
1. Amended Schedule XLVIII, Parts 1 and 2, of Chapter 950, Traffic and Parking, of the City of Toronto Municipal Code, generally as described in Attachment 1 to the report (June 17, 2026) from the Acting Director, Street Permits, Transportation Services, to expand the Free-Floating Car-Share Program operating area into the portion of Ward 20 identified in Attachment 1 to the report (June 17, 2026) from the Acting Director, Street Permits, Transportation Services.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.
The report recommends expanding the Free-Floating Car-Share Program operating area into a portion of Ward 20, consistent with the expansion framework approved by City Council in October 2025. The expansion was requested by the City's sole active free-floating car-share operator in response to observed demand and has been developed in consultation with City staff and the local Ward Councillor.
If approved, free-floating car-share vehicles operating under a valid permit would be exempt from the City-wide three-hour unsigned parking limit and parking regulations imposing maximum parking periods of one hour or more within the approved expansion area. All other parking regulations would continue to apply, and existing program requirements to prevent vehicle clustering and prolonged parking would remain in effect.
The proposed expansion would increase access to one-way car-share services for residents in Ward 20 neighbourhoods located outside permit parking areas, supporting the City's objectives to enhance mobility options and provide greater transportation choice.
The Ward Councillor has been advised of the recommendation contained in this report.
