Community Council Recommendations
The Scarborough Community Council recommends that:
1. City Council amend the Official Plan for the lands municipally known as 251 Staines Road (formerly addressed 311 Staines Road) substantially in accordance with the draft Official Plan Amendment included as Attachment 8 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District.
2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 251 Staines Road (formerly addressed 311 Staines Road) substantially in accordance with the draft Zoning By-law Amendment included as Attachment 9 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District.
3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

Summary
This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a non-profit community centre and recreational sports field (Phase 1 of the development) and an auditorium (future Phase 2) at 251 Staines Road (formerly addressed 311 Staines Road). The proposal is located on City-owned land, which is subject to a land lease agreement with the Tamil Community Centre for the construction and operation of a non-profit community centre. The proposed Community Centre will provide a multi-purpose facility to serve the Tamil Community as well as the surrounding community.
This report recommends a Holding (H) provision for Phase 2 (Auditorium) to ensure that the identified transportation matters are addressed to the satisfaction of the Director, Engineering Review, Development Review prior to the construction of that phase.
The proposed Official Plan Amendment and Zoning By-law Amendment applications are consistent with the Provincial Planning Statement (2024) and conform to the City's Official Plan, the Morningside Heights Community Secondary Plan and Site and Area Specific Policy (SASP) 141: Rouge Valley Area.
