Community Council Decision
The Scarborough Community Council:
1. Authorized the installation of traffic calming (six speed humps) on Terraview Boulevard, between Pharmacy Avenue and Victoria Park Avenue, generally as shown in Attachments 2 and 3, on the attached Drawing TC-726, and TC-726-1, to the report (June 22, 2026) from the Director, Enforcement and Street Management, Transportation Services. from the Director, Enforcement and Street Management, Transportation Services.
2. Subject to approval of Part 1 above, reduced the speed limit from 40 km/h to 30 km/h on Terraview Boulevard, between Pharmacy Avenue and Victoria Park Avenue, in conjunction with the installation of speed humps.
3. Subject to approval of Part 1 above, authorized the amendment of Schedule XLV (Part 1) to City of Toronto Municipal Code Chapter 950, Traffic and Parking, to remove Terraview Boulevard, between Pharmacy Avenue and Victoria Park Avenue, from being excluded from the Designated Area such that this portion of highway will then be included within the corresponding designated area in Column 1 in Schedule XLV (Part 1), in conjunction with the installation of speed humps.
4. Scarborough Community Council prohibit heavy vehicles at all times on Terraview Boulevard, between Pharmacy Avenue and Victoria Park Avenue.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.
Transportation Services is recommending the installation of speed humps on Terraview Boulevard, between Pharmacy Avenue and Victoria Park Avenue. Staff's assessment indicates the criteria as set out in the Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on Terraview Boulevard.
During the course of the investigation, it was noted that there is discrepancy between the by-lawed heavy vehicle prohibition and the posted signage on Terraview Boulevard. Recommendation 4 will correct this inconsistency.
