Summary
This Report reviews and recommends approval of the application to amend the Zoning By-law to permit the construction of an 11-storey mixed-use building at 3310, 3312, 3314 Kingston Road. The proposed building contains 275 residential dwelling units, approximately 18,829 square metres of residential gross floor area and approximately 408 square metres of at-grade non-residential gross floor area that will front Kingston Road. The proposal takes vehicular access from Mason Road and provides two levels of underground parking, indoor and outdoor amenity areas, bicycle parking and loading facilities.
Staff recommends approval of the Zoning By-law Amendment to include a Holding (H) provision to ensure final servicing matters are addressed prior to construction. The proposed Zoning By-law Amendment application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. It permits appropriately scaled intensification and incorporates a balanced mix of residential and non-residential uses.
