Summary
This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 9-storey long-term care facility at 60 Guildwood Parkway. The Official Plan Amendment proposes a redesignation of the subject property from Neighbourhoods to Institutional Areas to facilitate the proposed development and would introduce a new Site and Area Specific Policy. A total gross floor area of 29,848 square metres is proposed, consisting of 512 resident rooms and associated long-term care uses, resulting in a floor space index (FSI) of 0.98 times the area of the lot.
A Holding (H) provision is recommended to be included in the Zoning By-law Amendment for the subject site to ensure that the identified infrastructure matters are addressed to the satisfaction of the Director, Engineering Review, Development Review.
The proposed development is consistent with the Provincial Planning Statement 2024 (PPS 2024) and conforms to the City's Official Plan. The proposal will facilitate the redevelopment of the existing long-term care facility, providing a new and appropriately scaled building that will continue to serve the community providing much needed additional long-term care beds to support the needs of Toronto's growing and aging population.
