Community Council Decision

The Scarborough Community Council:

 

1. Authorized the installation of traffic calming (6 speed humps) on Scarborough Golf Club Road, between Kingston Road and Hill Crescent / Guildcrest Drive, generally as shown in Attachment 2 to the report (April 8, 2026) from the Acting Deputy General Manager, Transportation Services.

 

2. Subject to approval of Part 1 above, reduced the speed limit from 40 km/h to 30 km/h on Scarborough Golf Club Road, between Kingston Road and Hill Crescent / Guildcrest Drive, in conjunction with the installation of speed humps.

 

3. Subject to approval of Part 2 above, authorized the amendment of Schedule XLV (Part 1) to City of Toronto Municipal Code Chapter 950, Traffic and Parking, to remove Scarborough Golf Club Road, between Kingston Road and Hill Crescent, from being excluded from the Designated Area such that this portion of highway will then be included in the corresponding designated area in Column 1 in Schedule XLV (Part 1).

Summary

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

 

Transportation Services is recommending the installation of speed humps on Scarborough Golf Club Road, between Kingston Road and Hill Crescent / Guildcrest Drive. While the existing motor vehicle travel speeds do not meet the minimum to be considered warranted, northbound travel speeds were recorded marginally lower than the warrant speed (47.7 km/h versus the warrant speed of 48 km/h). This section of Scarborough Golf Club Road is in proximity to several junior public schools and serves as a connection for pedestrians and people cycling to the signed Waterfront Trail Route.

 

In conjunction with installation of traffic calming (speed humps), the speed limit is recommended to be reduced from 40 km/h to 30 km/h.
