Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

The City Clerk has posted today's Order Paper online, with agenda item RM41.7 - Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.

We have six deferred item before us today: Items PH29.5, TE31.24, DM41.1, DM41.2, DM41.3, and DM41.4.

The Mayor has designated Item EX31.1, “Expanding Youth Programs to Create Safer and Stronger Neighbourhoods” as her first Key Matter and first item of business this morning.

The Mayor has designated Item EX31.2, “Standardizing the Air Conditioner Benefit” as her second Key Matter and first item of business tomorrow.

The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow, only if the Mayor’s Key Matters are completed.

Members, I sent a letter to all Members of Council last week regarding attendance at City Council meetings and I want to read it out:

As we get close to the end of the term, I’m asking for your help to make sure we have enough members at our remaining Council meetings to complete our agendas.

At our April meeting, we had to adjourn early because there were not enough members present to continue. This happened in part because some Members left to attend evening events, including one held by a City board.

Although Council meetings are scheduled to end at 6:00 p.m., they usually run longer—particularly on the second day. This appears to reflect a preference among Members to extend meetings rather than continue business on a third day.

I’m asking for your cooperation as follows:

1. Avoid scheduling evening events on days when Council meets.

2. Do not vote to continue past 6:00 p.m. unless you plan to stay.

3. If you need to leave and will not return, please let the Clerk’s table know so we can make sure there are enough members present before any motions to extend the meeting are placed.

By copy of this memo, I am asking the City Manager to remind City divisions, boards, and corporations not to plan official events on Council meeting days.

Our last meetings of the term are usually very busy, with many important items to finish. By following the advice above, it will be easier for Council to work through everything and complete its business.

The Mayor has timed her second key matter, Item EX31.2 headed “Standardizing the Air Conditioner Benefit (Pilot)” as the first item of business this morning.

Council has timed Item DM41.1 headed “Payment of Legal Expenses Related to an Integrity Commissioner Investigation” as the first item of business following the Mayor’s Key Matter.

Council has timed Item PH29.5 headed “Advancing the City’s Affordable Housing Access System” as the first item of business following Member Motions, this afternoon.

That City Council consider Item DM41.1, Payment of Legal Expenses Related to an Integrity Commissioner Investigation, as the second item after Member Motions on May 21, 2026, instead of as the first item after the Mayor's Second Key Matter on Thursday, May 21, 2026.
