April 22, 2026 at 10:22 a.m. - Speaker Nunziata advised Council of the following:
Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.
The City Clerk has posted today's Order Paper online, with agenda item RM40.7 – Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.
We have one deferred item before us today: Item EY29.3.
The Mayor has designated Item EX30.11, “Fighting for the Scarborough East Rapid Transit Line” as her first Key Matter and first item of business this morning.
The Mayor has designated Item PH29.4, “RentSafeTO Update” as her second Key Matter and first item of business tomorrow.
The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow, only if the Mayor’s Key Matters are completed.
There are some related matters on the agenda that I propose be considered together if they are held:
- Items EX30.5, EX30.6, and EX30.7, relating to the FIFA World Cup 2026.
That City Council consider Item EX30.1 headed "Critical Investments in Streetlight Infrastructure for Public Safety" as the first item following the Mayor's Second Key Matter on April 23, 2026.

There are 65 Items left on the agenda, including 41 Member Motions.
The Mayor has timed her second key matter, Item PH29.4 headed “RentSafeTO Update” as the first item of business this morning.
Council has timed Item EX30.1 headed “Critical Investments in Streetlight Infrastructure for Public Safety” as the first item of business following the Mayor’s Key Matter.
I will now take the release of holds. The Clerk will open the speakers list in CMP and you can place your name on the list if you have an item to release.
April 23, 2026 at 10:08 a.m. - That City Council adopt the April 23, 2026, Order Paper.
After the Speaker called for a recorded vote on the balance of the order paper as amended and all items not held, Councillor Holyday, rising on a Point of Order, stated that he requested a hold on Item CC40.1, but the hold is not showing in the Clerk’s Meeting Portal.
The City Clerk advised Members of Council that once the order paper is adopted, staff at the Table will go through all the holds and confirm what’s online.
