The Board of Directors, CreateTO:

1. Re-opened item 2026.RA25.4, headed 2025 Performance Appraisal - Chief Executive Officer.

2. Amended its decision by adding a new Part 4 as follows:

Direct that the information contained in Confidential Attachment 1 and Confidential Attachment 2 to the report (February 5, 2026) from the Chief Executive Officer, CreateTO, remain confidential in their entirety, as they deal with personal matters about an identifiable person and with a proposed or pending acquisition or disposition of land by the Board of Directors, CreateTO.

The purpose of this letter is to re-open item RA25.4, headed 2025 Performance Appraisal - Chief Executive Officer, to give Board direction with respect to confidential attachments to a report previously considered by the Board.

At its meeting on April 27, 2026, the Board of Directors of CreateTO amended item RA25.4, headed 2025 Performance Appraisal - Chief Executive Officer. The original report (February 5, 2026) from the Chief Executive Officer, CreateTO, included the following:

· Confidential Attachment 1: 2025 Performance Appraisal - Chief Executive Officer

· Confidential Attachment 2: 2025 Performance Appraisal - Work Plan Outcomes;

and

contained the following recommendation:

The Chief Executive Officer, CreateTO recommends that:

1. The Board of Directors, CreateTO direct that the information contained in Confidential Attachment 1 and Confidential Attachment 2 remain confidential in their entirety, as they deal with personal matters about an identifiable person and with a proposed or pending acquisition or disposition of land by the Board of Directors, CreateTO.
