The Board of Directors Toronto Parking Authority:

1. Provided authority to the President, Toronto Parking Authority, to negotiate, enter into, and execute the Collaboration Agreement, and throughout the Term of the Collaboration Agreement such non-procurement agreements related or ancillary to the Collaboration Agreement that are necessary to support the delivery of the Public Electric Vehicle Charging Program, between the Proponent, the City, and the Toronto Parking Authority for the purpose of establishing a multi-year Toronto-wide Public Electric Vehicle Charging Program, subject to the major negotiated terms outlined in Confidential Attachment 1 to the report (June 19, 2026) from President, Toronto Parking Authority, and in a form satisfactory to the City Solicitor.

2. Directed that Confidential Attachment 1 to the report (June 19, 2026) from President, Toronto Parking Authority remains confidential in its entirety, as it involves a position, plan, procedure, criteria or instruction to be applied to any negotiation carried on or to be carried on by or on behalf of the Toronto Parking Authority.

The purpose of this report is to seek approval from the Toronto Parking Authority Board of Directors to authorize the President, Toronto Parking Authority, to negotiate, enter into, and execute a tripartite Collaboration Agreement, with major negotiated terms outlined in Confidential Attachment 1, between the City, Toronto Parking Authority, and the preferred proponent.

In October 2024, City Council adopted IE16.5, Approach to Public Electric Vehicle Charging to 2030, which established the governance framework for city-wide public Electric Vehicle charging. The report identified Environment, Climate and Forestry (ECF) as the lead City division and designated Toronto Parking Authority as the operational delivery partner.

City Council subsequently advanced a City-led collaborative delivery model to support the planning, partnerships, and infrastructure required to meet TransformTO’s target of 30 percent Electric Vehicle ownership among registered personal vehicles by 2030. Through this process, Environment, Climate and Forestry and Toronto Parking Authority advanced discussions with short-listed proponents from Toronto Parking Authority’s Expression of Interest process, resulting in the identification of a preferred proponent and the development of an outline agreement within the approved parameters.

In April 2026, City Council adopted IE28.3, authorizing the Deputy City Manager, Corporate Services, or their designate, in consultation with the President, Toronto Parking Authority, to negotiate, enter into, and execute agreements necessary to support delivery of the Public Electric Vehicle Charging Program.

While City Council has provided the required City-side authority, Toronto Parking Authority requires separate Board approval as a Board-governed entity under Chapter 179 of the Toronto Municipal Code, Parking Authority, and in accordance with Toronto Parking Authority’s Delegation of Authority.
