1. Approved the negotiation mandate with the Toronto Civic Employees' Union (TCEU) Local 416, as presented in Confidential Attachment 1 and Confidential Attachment 1, Appendix 1 to the report (February 17, 2026) from the President, Toronto Parking Authority.
2. Adopted the confidential instructions to staff in Confidential Attachment 1 to the report (February 17, 2026) from the President, Toronto Parking Authority.
3. Directed that the information contained in the Confidential Attachment 1 and Confidential Attachment 1, Appendix 1 to the report (February 17, 2026) from the President, Toronto Parking Authority remain confidential in its entirety as it contains information pertaining to labour relations and employee negotiations.

That Recommendations 1 and 3 be amended so they read as follows:
1. The Board of Directors of the Toronto Parking Authority approve the negotiation mandate with the Toronto Civic Employees' Union (TCEU) Local 416, as presented in Confidential Attachment 1 and Confidential Attachment 1, Appendix 1.
3. The Board of Directors of the Toronto Parking Authority direct that the information contained in the Confidential Attachment 1 and Confidential Attachment 1, Appendix 1 remain confidential in its entirety as it contains information pertaining to labour relations and employee negotiations.
