Summary

Official Plan and Zoning By-law amendment to permit a 7 storey (21 metres plus a 4 metre mechanical penthouse and rooftop amenity space) residential building at 922 Millwood Road. The proposed building would have a total gross floor area of 3,870 square metres including 83 square metres of retail uses at grade, 44 residential dwelling units and 29 vehicular parking spaces. Vehicular access to the development would be provided from a private driveway from Krawchuk Lane.

 

The original application was for an 8 storey (26.3 metres plus a 4 metre mechanical penthouse) residential building with a total gross floor area of 5,084 square metres including 50 square metres of retail uses at grade, 60 residential dwelling units and 29 vehicular parking spaces. The proposed height has been reduced since the initial submission.

 

This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law application. The Official Plan and Zoning By-law application is consistent with the Provincial Planning Statement (2024) and is in keeping with the City's Official Plan. It will provide housing options in an appropriate built form, intensifying an underutilized site in a way that is respectful of both the existing and planned context.

That North York Community Council recommends that: 

 

1. City Council requests that the Executive Director, Development Review, work with the Owner through the Site Plan Control process, to ensure that appropriate buffer / screening is provided between the rooftop amenity area and the residential neighbourhood across Krawchuk Lane, in order to minimize overlook and privacy impacts. 


2. City Council requests that the Executive Director, Development Review, work with the Owner through the Site Plan Control process, to ensure that the wall above the 4th storey abutting the property at 928 Millwood Road is appropriately articulated to mitigate the impact of a blank side wall.
