City Council Decision

City Council on March 25 and 26, 2026, adopted the following:

 

1. City Council request the federal Minister of Finance and National Revenue, and the Ontario Minister of Finance to establish a Tax Credit Program to support parents of children in school and childcare, religious congregants, and community centre members whose identifiably ethnocultural, faith-based, or diasporic institutions bear extraordinary security costs to keep their communities safe, with eligibility criteria based on the existing Canada Community Security Program and the Ontario Anti-Hate Security and Prevention Grant Program.

Speaker Nunziata advised Council that the provisions of Chapter 27, Council Procedures, require that Motion MM39.30 be referred to the Executive Committee. A two-thirds vote of the Council Members present is required to waive referral.

That City Council amend the recommendation by:

 

a. deleting the words "identifiable religious, ethnocultural and diasporic community institutions including schools, places of worship, and community centres who" and replace them with the words "parents of children in school and childcare, religious congregants, and community centre members whose identifiably ethnocultural, faith-based, or diasporic institutions", so that it now reads as follows:

 

1. City Council request the federal Minister of Finance and National Revenue, and the Ontario Minister of Finance to establish a Tax Credit Program to support identifiable religious, ethnocultural and diasporic community institutions including schools, places of worship, and community centres who parents of children in school and childcare, religious congregants, and community centre members whose identifiably ethnocultural, faith-based, or diasporic institutions bear extraordinary security costs to keep their communities safe, with eligibility criteria based on the existing Canada Community Security Program and the Ontario Anti-Hate Security and Prevention Grant Program.
