The Infrastructure and Environment Committee recommends that: 

 

1. City Council direct the Chief Engineer and Executive Director, Engineering and Construction Services, to work with the general contractor for Contract 21 ECS‑LU‑04FP, which is responsible for repairing damages caused in the construction of the contract, in consultation with the Wilson Village Business Improvement Area and the local Councillor, to expedite repairs and restoration of the affected infrastructure, ensuring all traffic lanes are reopened by May 23, 2026, with any remaining works completed in July 2026, during a period when no concerts are scheduled at Rogers Stadium.

1. City Council amend Infrastructure and Environment Committee Recommendation 1 by:

 

a. deleting the word "ensuring" after the words "affected infrastructure" and replacing it with the words "making best efforts to ensure all public realm repairs are completed and"; and

 

b. deleting the words "completed in July 2026, during a period when no concerts are scheduled at Rogers Stadium" after the words "remaining works" and replacing them with the words "to be done during the Rogers Stadium concert season by coordinating closely with Transportation Services to avoid any traffic congestion impacts"

 

so that it now reads as follows: 

 

1. City Council direct the Chief Engineer and Executive Director, Engineering and Construction Services, to work with the general contractor for Contract 21 ECS‑LU‑04FP, which is responsible for repairing damages caused in the construction of the contract, in consultation with the Wilson Village Business Improvement Area and the local Councillor, to expedite repairs and restoration of the affected infrastructure, ensuring making best efforts to ensure all public realm repairs are completed and traffic lanes are reopened by May 23, 2026, with any remaining works completed in July 2026, during a period when no concerts are scheduled at Rogers Stadium to be done during the Rogers Stadium concert season by coordinating closely with Transportation Services to avoid any traffic congestion impacts.

Summary

Over many years the Wilson Village Business Improvement Area invested hundreds of thousands of dollars in wonderful public realm and beautification initiatives along Wilson Avenue. Extra funding was given to these improvements via s 37 contributions. During the implementation of BFPP (21 ECS-LU-04FP) much of the work including garden beds, interlocking brick, decorative sidewalks had been damaged or destroyed. While some disruption was expected this goes beyond the reasonable. Recent attempts to get the restoration work underway have not been overly successful.

 

Quite frankly, the road and sidewalks and the public realm are a complete mess.  After much urging a modest clean up of litter and debris did take place but this has been insufficient. The roadway is severely damaged and years of investment by local businesses is at risk. It is essential that repairs be done immediately. No road closures will be granted after May 26, 2026 due to the opening of the Roger’s Stadium concern season which is just down the street.

City Council direct the General Manager, Toronto Water, and the General Manager, Transportation Services, to work with the subcontractor which is responsible for any and all repairs in the construction zone on contract BFPP (21 ECS-LU-04FP) in consultation with the Wilson Village Business Improvement Area and the local Councillor to immediately work to repair and restore damaged infrastructure and have such work completed to a satisfactory level to the Wilson Village Business Improvement Area no later than May 26, 2026.

 

and adopt instead the following recommendation:

 

1. City Council direct the Chief Engineer and Executive Director, Engineering & Construction Services, to work with the general contractor for Contract 21 ECS‑LU‑04FP, which is responsible for repairing damages caused in the construction of the contract, in consultation with the Wilson Village Business Improvement Area and the local Councillor, to expedite repairs and restoration of the affected infrastructure, ensuring all traffic lanes are reopened by May 23, 2026, with any remaining works completed in July 2026, during a period when no concerts are scheduled at Rogers Stadium.
