City Council Decision
City Council on July 29 and 30, 2026, adopted the following:
1. City Council amend the Official Plan for the lands municipally known as 1151 Weston Road substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to the report (June 18, 2026) from the Director, Community Planning, Etobicoke York District.
2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 1151 Weston Road substantially in accordance with the draft Zoning By-law Amendment included as Attachment 6 to the report (June 18, 2026) from the Director, Community Planning, Etobicoke York District.
3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

Community Council Recommendations
The Etobicoke York Community Council recommends that:
1. City Council amend the Official Plan for the lands municipally known as 1151 Weston Road substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to the report (June 18, 2026) from the Director, Community Planning, Etobicoke York District.

1. Requested the Director, Community Planning, Etobicoke York District to work with the applicant, prior to the July 29, 30, 31 meeting of City Council, on providing additional parking at 1151 Weston Road.
The Etobicoke York Community Council held a statutory public meeting on July 7, 2026 and notice was given in accordance with the Planning Act.
Origin
Summary
This report recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 46-storey mixed-use development on a Part IV designated heritage property. The single-storey former bank building on the designated property will be reoriented, relocated within the property, conserved, and integrated with the new development. The development will provide approximately 296 square metres of ground-floor non-residential space and 509 residential units. A related report seeking approval for the proposals under Part IV, Sections 33 and 34(1)1 of the Ontario Heritage Act is also provided for Etobicoke York Community Council consideration.
The proposed Official Plan and Zoning By-law Amendment are consistent with the Provincial Planning Statement (2024) and conform to the City's Official Plan. The proposal provides housing and ground-floor commercial space while conserving and incorporating a heritage building adjacent to a new transit station. The proposal aligns with the vision of the Mount Dennis Secondary Plan for this area.
