City Council Decision
City Council on July 29 and 30, 2026, adopted the following:
1. City Council amend the Official Plan for the lands municipally known as 56 Nottingham Drive substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to the report (June 18, 2026) from the Director, Community Planning, Etobicoke York District.
2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 4686 and 4690 Dundas Street West and 56 Nottingham Drive substantially in accordance with the draft Zoning By-law Amendment included as Attachment 6 to the report (June 18, 2026) from the Director, Community Planning, Etobicoke York District, as amended by the following:
a. amend Clause (O) to read as follows:
"(O) For the purposes of this exception, a 1.8 metre tall wood privacy fence must be installed along the lot line abutting a lot in the RD zone;"
b. add a new Clause (T) to the draft Zoning By-law Site Specific Provisions as follows:
(T) Any vents to the underground garage within 5 metres of a lot line abutting a lot in the RD zone shall solely be used for the purposes of intake.
3. Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.
4. City Council request the Executive Director, Development Review, to provide a copy of the City of Toronto Good Neighbour Guide to the applicant for their consideration during the construction phase.
5. City Council request the applicant to consider additional tree planting along the north and west lot lines which abut the RD zones, in consultation with abutting property owners.
6. City Council request the applicant to undertake basement/foundation surveys of 54 Nottingham Drive and 4684B Dundas Street West prior to any construction activity, at the completion of underground construction, and building completion in order to establish baseline conditions at each of these milestones and identify any damage that subsequently occurs.
7. City Council request the Director, Urban Forestry, to review the concerns of local residents concerning the Arborist’s Report and tree protection plan, and incorporate these into the permit review process.
8. City Council request the applicant, in consultation with the Ward Councillor, to commit to the following measures, to the satisfaction of the Chief Building Official and Executive Director, Toronto Building, the Executive Director, Development Review, the General Manager, Transportation Services and the Chief Engineer and Executive Director, Engineering and Construction Services, including but not be limited to the following:
a. the implementation of the standard City of Toronto Construction Management Plan;
b. establish a Construction Liaison Committee made up of local residents and businesses including a representative of the local Residents Associations, to the satisfaction of the local Councillor; the Committee is to meet bi-weekly at the beginning of construction; and notes from the meetings are to be shared with the members and the Councillor’s office in a timely way following each meeting;
c. sweep the construction site daily and nightly, or more frequently as needed to be cleared of any construction debris and made safe;
d. pressure wash the construction site and adjacent sidewalks, laneways and roadways weekly, or more frequently as needed to be cleared of any construction debris and made safe;
e. ensure that the existing sidewalks and all pedestrian walkways have proper lighting to ensure safety and visibility at all times of the day and night;
f. consult and communicate all construction, parking and road occupancy impacts with local businesses and residents in advance of any physical road modifications;
g. install appropriate signage and converging mirrors where necessary to ensure that pedestrians’, cyclists’ and motorists’ safety is considered at all times;
h. post a 24/7 contact number for the site superintendent on the construction hoarding; and
i. create a publicly accessible website with regular construction updates and post the website address on the subject site.
9. City Council amend Schedule D of City of Toronto Municipal Code Chapter 925, Permit Parking, such that, despite anything in the chapter to the contrary, the General Manager, Transportation Services will not accept applications for a permit from residents of, visitors to, or tradepersons for the lands municipally known as 4686 and 4690 Dundas Street West and 56 Nottingham Drive.
10. City Council request the applicant to ensure that an advisory is inserted into all agreements of purchase and sale or agreements to lease and condominium declaration document(s) for each affected residential unit within the development:
Purchasers, tenants or residents acknowledge and agree that purchasers or residents of the development will not be eligible for on street-parking permits under the City of Toronto Municipal Code. Purchasers, tenants or residents agree that, despite the status or availability of on-street parking permits for residents in the development area as of the date of this document, the availability of on-street parking permits in the development area for the purchasers or residents of the development may, at the discretion of City of Toronto Council, be modified, amended or removed at any time in accordance with the City of Toronto Act, 2006, as amended from time to time and its successors, and the City of Toronto Municipal Code.

Community Council Recommendations
The Etobicoke York Community Council recommends that:

This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 10-unit condominium townhouse development at 4686 and 4690 Dundas Street West and 56 Nottingham Drive.
The proposed Official Plan and Zoning By-law Amendment is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. The proposal represents an appropriate townhouse infill development and meets the intent of the Townhouse and Low-Rise Apartment Guidelines.
