City Council Decision
City Council on June 24 and 25, 2026, adopted the following:
1. City Council amend the Official Plan for the lands municipally known as 2686 and 2688 Lake Shore Boulevard West substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to the report (May 7, 2026) from the Director, Community Planning, Etobicoke York District.
2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 2686 and 2688 Lake Shore Boulevard West substantially in accordance with the draft Zoning By-law Amendment included as Attachment 6 to the report (May 7, 2026) from the Director, Community Planning, Etobicoke York District.
3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.
4. City Council direct the owner to provide and implement an acceptable Tenant Assistance Plan for eligible tenants of the five existing rental dwelling unit(s) proposed to be demolished to the satisfaction of the Chief Planner and Executive Director, City Planning.
5. City Council direct that before introducing the necessary Bills to City Council for enactment, the applicant be required to:
a. provide a lawyer’s undertaking to the City, or alternatively enter into a legal agreement and register a Section 118 restriction on title to ensure assumption of the agreement by subsequent owners, to the satisfaction of the City Solicitor and the Chief Planner and Executive Director, City Planning, securing the implementation of the Tenant Assistance Plan required by Part 4 above.
6. City Council request the Executive Director, Development Review to consider the following issue as part of their review of a potential site plan control application for the development:
a. safety implications related to sightlines and vehicular movements into and out of the site from Lake Shore Boulevard West.
7. City Council request the Executive Director, Development Review to consider asking the applicant to provide a construction mitigation plan, to the satisfaction of the Executive Director, Development Review, which addresses potential construction impacts on surrounding residential property owners and provides additional consideration for:
a. the potential impacts of excavation and dewatering; and
b. direct engagement with surrounding residential property owners so their concerns with respect to construction can inform the construction mitigation plan.
8. City Council request the Mayor to consider allocating any Community Benefits Charges funds collected from the development to improvements to the local street and intersection design, and parkland expansion and improvement, in consultation with the local Councillor, through the annual budget process immediately following the payment of the funds to the City.

That:

Community Council Recommendations
The Etobicoke York Community Council recommends that:
1. City Council amend the Official Plan for the lands municipally known as 2686 and 2688 Lake Shore Boulevard West substantially in accordance with the draft Official Plan Amendment included as Attachment 5 to the report (May 7, 2026) from the Director, Community Planning, Etobicoke York District.
2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 2686 and 2688 Lake Shore Boulevard West substantially in accordance with the draft Zoning By-law Amendment included as Attachment 6 to the report (May 7, 2026) from the Director, Community Planning, Etobicoke York District.

Summary
This Report recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 12-storey (47 metres, including the Mechanical Penthouse) residential building with approximately 172 dwelling units, including four live/work units on the ground floor.
Amendments to the Official Plan include redesignating the subject lands from Neighbourhoods to Apartment Neighbourhoods and deleting Site and Area Specific Policy (SASP) 365.
The application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan.
