Recommendations
The Director, Enforcement and Street Management, Transportation Services recommends that:
1. Etobicoke and York Community Council direct the General Manager, Transportation Services to initiate a study for the Keele Avenue and Lawrence Avenue West intersection and report back with a recommended action plan to improve safety and traffic flow, with changes that could include: bus stop relocation, signal timing changes, traffic signal infrastructure, modification to intersection layout, restrictions at nearby driveways and intersections.
2. Etobicoke and York Community Council authorize the installation of an all-way compulsory stop control at the intersection of Falstaff Avenue and Lorne Bruce Drive.
3. Etobicoke and York Community Council prohibit parking at all times at the following locations:
a. on the east side of Cornelius Parkway, between a point 30 metres south of Maple Leaf Drive (west intersection) and a point 60 metres further north and east;
b. on the east side of Culford Road between Falstaff Avenue and Rustic Road;
c. on the south side of Grovedale Avenue, between Erie Street and a point 30 metres west;
d. on north and east side of Mangrove Road, between Arrowdale Avenue and a point 60 metres east and south.
4. Etobicoke and York Community Council amend the existing stopping prohibition in effect from 8:00 a.m. to 6:00 p.m., Monday to Friday, on the west side of Del Ria Drive between Gracefield Avenue and a point 76 metres south, to be in effect on the west and north side between Gracefield Avenue and a point 110 metres south and west;
5. Etobicoke and York Community Council amend the existing stopping prohibition in effect from 8:00 a.m. to 4:00 p.m., Monday to Friday, on the north side of Gracefield Avenue between Del Ria Drive and Bryn Road, to be in effect between a point 30 metres west of Del Ria Drive and a point 30 metres east of Bryn Road.
6. Etobicoke York Community Council prohibit stopping from 8:00 a.m. to 6:00 p.m., Monday to Friday, on the east side of Fleetwood Avenue, between Falstaff Avenue and Beckett Avenue.
7. Etobicoke and York Community Council amend the existing school bus loading zone, in effect from 8:00 a.m. to 5:00 p.m., on the south side of Falstaff Avenue, between a point 155.7 metres west of Mayo Drive and a point 85 metres further west, to be in effect from 8:30 a.m. to 9:30 a.m. and 3:00 p.m. to 4:00 p.m.
8. Etobicoke and York Community Council authorize parking for a maximum period of 15 minutes, from.9:30 a.m. to 3:00 p.m., Monday to Friday, on the south side of Falstaff Avenue between a point 155.7 metres west of Mayo Drive and a point 85 metres further west.
9. Etobicoke and York Community Council amend the existing stopping restriction, in effect from 8:00 a.m. to 6:00 p.m., Monday to Friday, on the south side of Falstaff Avenue, between a point 45.7 metres west of Mayo Road and 289.8 metres west of Mayo Road, to be in effect between a point 45.7 metres west of Mayo Road and a point 155.7 metres west of Mayo Road.
10. Etobicoke and York Community Council prohibit stopping from 8:30 a.m. to 9:30 a.m. and 3:00 p.m. to 4:00 p.m, on the south side of Falstaff Avenue, between a point 155.7 metres west of Mayo Road and a point 85 metres further west.
11. Etobicoke and York Community Council amend existing parking prohibition in effect at all times, on the south side of Falstaff Avenue, between Jane Street and Keele Street, to be in effect between Jane Street and a point 240.7 metres west of Mayo Road.
12. Etobicoke and York Community Council prohibit parking at all times on the south side of Falstaff Avenue, between a point 155.7 metres west of Mayo Drive and Keele Street.
13. Etobicoke and York Community Council amend the existing westbound left-turn prohibition, in effect at all times, at Falstaff Avenue and the westerly private driveway at 155 Falstaff Avenue, located on the south side of Falstaff Avenue, approximately 40 metres east of Frankfort Avenue, to be in effect from 8:30 a.m. to 9:30 a.m. and 3:00 p.m. to 4:00 p.m.
14. Etobicoke and York Community Council amend the existing northbound left-turn prohibition, in effect at all times, at Falstaff Avenue and the westerly private driveway at 155 Falstaff Avenue, located on the south side of Falstaff Avenue, approximately 40 metres east of Frankfort Avenue, to be in effect from 8:30 a.m. to 9:30 a.m. and 3:00 p.m. to 4:00 p.m.
Summary
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.
The purpose of this report is to conclude the Maple Leaf and Rustic Neighbourhood Streets Plan. The Streets Plan assessed existing conditions, engaged with the public and community organizations, and proposed appropriate changes to neighbourhood streets.
This report is a summary of the study findings and recommends changes for road safety and traffic management in the Maple Leaf and Rustic neighbourhood. Recommendations include a study of the Keele-Lawrence intersection, two new pedestrian crossings including a midblock safety improvement, new and refreshed pavement markings, parking and stopping restrictions, and school crossing guard studies.
Other options for change have been identified by the study; these options include traffic calming measures, new sidewalks and further turn and entry restrictions on local roads. No recommendation regarding these options is made at this time. This report documents the findings of the Maple Leaf and Rustic Streets Plan study to support future case-by-case consideration in consultation with the local Councillor.
A companion report entitled 'Maple Leaf Drive and Falstaff Avenue - Traffic Safety Improvements' seeks approval for proposed changes for which City Council approval is required, including designation of Community Safety Zones and changes on Maple Leaf Drive where the Toronto Transit Commission (TTC) operates a transit route.
A summary of all proposed changes can be found in Table 5.
Financial Impact
The estimated cost for installation of an all-way stop control is $5,000 to $6,000 including intersection modifications (e.g. curb ramps) bundled with planned road work. Funding is available for these capital projects categorized as Health & Safety, in the approved 2026-2035 Capital Budget and Plan for Transportation Services
The estimated cost for installation of signage for no parking and no stopping at above listed locations is estimated to cost between $9,600 and $12,400. Funding of total $9,600 to $12,400 for signage costs associated with the proposed amendments is available within the Transportation Services 2026 Operating Budget.
