The Etobicoke York Community Council:

1. Directed the General Manager, Transportation Services, to review the request from Masjid El Noor to install an enclosed chair lift/elevator to improve accessibility within the building, and to negotiate and enter into an Encroachment Agreement, as appropriate, to permit the proposed installation within the City of Toronto’s right-of-way, subject to the satisfaction of all technical, legal, and safety requirements.

Masjid El Noor, established in 1986, is one of the oldest Muslim organizations in Toronto and serves as an important religious, educational, and community hub at 277 Scott Road. The centre accommodates approximately 300 worshippers during weekly Friday (Jummah) prayers and remains open daily for regular congregational worship.

The facility includes about 2,500 square feet of usable space with separate prayer areas, classrooms, and accessible features. In addition to worship services, the Masjid provides a broad range of community supports, including Islamic education for more than 150 children and youth, religious and family services, counseling, and volunteer opportunities. The organization is governed by an elected 15-member management committee and continues to play a vital role in serving residents across the surrounding York and Toronto area.

To further improve accessibility, Masjid El Noor is seeking to install an enclosed chair lift/elevator to allow congregants with mobility challenges to safely access both the basement and main level of the building. To proceed with this improvement, the organization requires an encroachment agreement with the City of Toronto.
