Item - 2026.EC30.1

City Council on July 29 and 30, 2026, adopted the following:

1. City Council request the Fire Chief and General Manager, Toronto Fire Services to analyze the financial impacts of changes to provincial legislation and/or regulations that have an impact on Fire Services workforce costs and provide a summary to the City Manager of the annual and projected ongoing impacts.

2. City Council direct the City Manager to undertake negotiations with the Province of Ontario to recover the financial impacts, as identified by the analysis undertaken in Part 1 above, to mitigate the impact of changes to provincial legislation and/or regulations on the City of Toronto budget.

3. City Council request the Fire Chief and General Manager, Toronto Fire Services, in consultation with the Executive Director, Financial Planning, the Executive Director, Corporate Real Estate Management, and the Chief Executive Officer, CreateTO, to report back in advance of the 2027 budget process with recommendations to improve fire service response times in Etobicoke, including consideration of accelerating the planned Woodbine Fire Station and Trucks and interim measures to support adequate response capacity.

4. City Council request the Fire Chief and General Manager, Toronto Fire Services, in consultation with the Executive Director, Financial Planning, the Executive Director, Corporate Real Estate Management, and the Chief Executive Officer, CreateTO, to report back in advance of the 2027 budget process with recommendations to improve fire service response times in Scarborough, including consideration of beginning development of a new fire station and trucks, and interim measures to support adequate response capacity.

5. City Council request the Fire Chief and General Manager, Toronto Fire Services to report back in advance of the 2027 budget process with recommendations to improve fire service response times in Don Valley, including interim measures to support adequate response capacity while the new Flemingdon Fire Hall is completed.

6. City Council request the Fire Chief and General Manager, Toronto Fire Services, to investigate the feasibility of tracking and mapping the most frequently used routes of fire apparatus while travelling to emergencies, and to plot this information on a map for each fire station, including consideration of origin-destination diagrams, and to make this information available to better inform decisions on a variety of transportation and planning matters.
