1. City Council direct that Confidential Attachment 1 to the report (April 15, 2026) from the City Solicitor remain confidential in its entirety as it contains advice that is subject to solicitor-client privilege and information about litigation or potential litigation that affects the City.

Following Councillor Holyday’s speaking time, Deputy Mayor Ausma Malik, rising on a Point of Privilege, stated that she does not agree with Councillor Holyday’s mischaracterization of her earlier remarks. Deputy Mayor Malik further stated that her opposition is not about intensification or the changes to the island airport, but that it was about consistency of this motion with the position that City Council had taken about Torontonians having a voice and opposition to unilateral expropriation of City land, which City Council has approved, and is Councillor Holyday’s position as well whether he likes it or not.
Councillor Holyday, rising on a Point of Privilege, stated that he thought he had complimented Deputy Mayor Malik for defending her community.
Deputy Mayor Malik, rising on a Point of Privilege, stated that Councillor Holyday had said that she was opposed to intensification in her neighbourhood which is absolutely incorrect.
Councillor Holyday, rising on a Point of Privilege, stated that he will correct his statement and say that Deputy Mayor Malik is in favour of intensification in the neighbourhood and he was sorry if he confused that.
