City Council Decision

City Council on March 25 and 26, 2026, adopted the following:


1. City Council adopt the confidential instructions to staff in Confidential Attachment 1 to the report (March 11, 2026) from the City Solicitor.


2. City Council authorize the public release of the confidential instructions to staff in Confidential Attachment 1 to the report (March 11, 2026) from the City Solicitor.

3. City Council direct that the balance of Confidential Attachment 1 to the report (March 11, 2026) from the City Solicitor remain confidential as it contains advice that is subject to solicitor-client privilege.

 

The confidential instructions to staff in Confidential Attachment 1 to the report (March 11, 2026) from the City Solicitor were adopted by City Council and are now public as follows:

 

1. City Council consent to Blauson Assets Management Ltd. (the “Applicant”) filing a request to review to the Ontario Land Tribunal (the “Tribunal”) pursuant to Rule 25.8 of the Tribunal’s Rules of Practice and Procedure to request the Tribunal to:

 

a. amend the draft planning instrument previously introduced on consent in respect of the Applicant’s appeal of its Zoning By-law Amendment Application (OLT-22-003301) (the “Appeal”) to include a Holding Symbol and conditions for the removal of the Holding Symbol on terms consistent with the Applicant’s settlement offer letter dated July 7, 2023 (the “Settlement Offer”), to the satisfaction of the Executive Director, Development Review; and

 

b. issue a final order in respect of the Applicant’s appeal of its Zoning By-law Amendment Application (OLT-22-003301) to include a Holding Symbol and conditions for the removal of the Holding Symbol in the amended draft planning instrument in a form satisfactory to the City Solicitor in consultation with the Executive Director, Development Review.

 

2. City Council authorize the City Solicitor to take all necessary and reasonable actions to implement City Council's decision.

 

The balance of Confidential Attachment 1 to the report (March 11, 2026) from the City Solicitor remains confidential at this time in accordance with the provisions of the City of Toronto Act, 2006, as it contains advice that is subject to solicitor-client privilege. The balance of Confidential Attachment 1 to the report (March 11, 2026) from the City Solicitor will be made public at the discretion of the City Solicitor.
