City Council Decision
City Council on April 22 and 23, 2026, adopted the following:
1. City Council appoint Bhutila Karpoche to the Exhibition Place Board of Governors, at pleasure of Council, for a term of office ending on March 28, 2030, and until a successor is appointed.
2. City Council direct that Confidential Attachments 1 to 4 to the report (April 1, 2026) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Exhibition Place Board.

Bhutila Karpoche
Bhutila Karpoche is a former MPP for Parkdale–High Park (2018–2025) who served as Deputy Speaker of the Ontario Legislature and Vice-Chair of the Standing Committee on Social Policy. She brings award-winning public service experience and a strong background in strategic governance, stakeholder engagement, and collaborative leadership.
During the review of the Order Paper on April 22, 2026, City Council adopted a procedural motion to remove this item from the jurisdiction of the Civic Appointments Committee and bring it forward for consideration by City Council.

That the Civic Appointments Committee delete Recommendations 1 and 2:
Recommendation to be deleted:
1. The Civic Appointments Committee recommend one candidate to City Council for appointment to the Exhibition Place Board of Governors, at pleasure of Council, for a term of office ending on March 28, 2030, and until a successor is appointed.
2. City Council direct that the confidential information contained in Confidential Attachments 1 to 4 remain confidential in its entirety as it relates to personal matters about identifiable individuals being considered for appointment to the Exhibition Place Board.
And adopt instead:
1. City Council appoint Bhutila Karpoche to the Exhibition Place Board of Governors, at pleasure of Council, for a term of office ending on March 28, 2030, and until a successor is appointed.
2. City Council direct that Confidential Attachments 1 to 4 to the report (April 1, 2026) from the City Clerk remain confidential in its entirety as it relates to personal matters about identifiable individuals being considered for appointment to the Exhibition Place Board.
