Summary
This report provides an update and overview of the land requirements assessment completed by the TTC, and the City’s future use study and public consultation strategy for the SRT asset.
In August 2023, Line 3 Scarborough (or Scarborough Rapid Transit “SRT” line) ceased operation, and rapid bus service was added to replace the rail service. As approved by the Board, the TTC is currently proceeding with converting the on-grade portion of the former SRT line, between Kennedy and Ellesmere stations, to a Bus Rapid Transit (BRT) line, which is scheduled to be operational by 2027. Based on the completed assessment by the TTC of future transit requirements along the SRT, it has been determined that portions of the asset between the north end of Ellesmere Station and 100 metres east of McCowan Station are required for continued transit operations, and include Ellesmere and Scarborough Centre stations and support infrastructure. Identifying future transit requirements will provide direction to City staff on those lands that may be studied for future re-use.
City of Toronto staff will be advancing work to assess and consult on potential future use of the SRT corridor. This will include further technical and legal assessments, determining the scope of a “future use” study, and developing a strategy for public consultation to commence in 2026.
