Community Council Decision
The Toronto and East York Community Council:
1. Authorized the installation of traffic calming (speed humps) on Pape Avenue between Gerrard Street East and Austin Avenue.
2. Directed the City Solicitor to prepare a By-law to alter the roadway to install three speed humps on Pape Avenue between Gerrard Street East and Austin Avenue, generally as shown on the Attachment 2 to the letter (September 11, 2025) from Councillor Paula Fletcher.

Summary
Residents on Pape Avenue, between Gerrard Street East and Austin Avenue, have raised concerns about speeding vehicles on their local street. This area falls within Metrolinx’s Ontario Line work zone, where major construction is underway and traffic volumes are expected to increase.
Residents have reported that construction-related activity in the surrounding area has contributed to higher traffic volumes and speeding, impacting both safety and quality of life. In response to these concerns, my office conducted a community ballot to assess support for traffic calming measures.
The results confirmed strong support from local residents for the installation of speed humps on Pape Avenue. These measures aim to reduce vehicle speeds and enhance pedestrian and community safety while significant transit infrastructure work continues nearby.
