The Toronto and East York Community Council:

1. Designated an accessible loading zone to be in effect from 8:00 a.m. to 5:00 p.m., Monday to Friday, on the east side of Earlscourt Avenue, between a point 59 metres south of Hope Street and a point 10 metres further south.

2. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00 a.m., daily, except no parking from 7:00 p.m. on the 1st day to 7:00 p.m. on the 16th day of each month, inclusive, from April 1 to December 1, inclusive, on the odd (east) side of Earlscourt Avenue from 211 to Rogers Road.

3. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00 a.m., daily, except no parking from the 16th day to the last day of each month, inclusive, from April 1 to November 30, inclusive, on the odd (east) side of Earlscourt Avenue from Ascot Avenue to a point 23 metres north of Morrison Avenue.

4. Rescinded the existing permit parking regulation in effect from 12:00 midnight to 6:00 a.m., daily, except no parking from 7:00 p.m. on the 16th day of each month to 7:00 p.m. on the 1st day of each month, inclusive, from April 1 to December 1, inclusive, and no parking anytime from 7:00 p.m. December 1 of one year to 7:00 p.m. April 1 of the next following year, inclusive, on the even (west) side of Earlscourt Avenue from 220 to Rogers Road.

5. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00 a.m., daily, except no parking from the first day to the 15th day of each month from April 1 to November 30, inclusive, and no parking anytime from December 1 of one year to March 31 of the next following year, inclusive, on the even (west) side of Earlscourt Avenue from Ascot Avenue to a point 23 metres north of Morrison Avenue.

6. Rescinded the existing accessible parking space in effect at all times, from the 16th day to the last day of each month from April 1 to November 30, inclusive, on the east side of Earlscourt Avenue, between a point 58 metres south of Hope Street and a point 5.5 metres further south.

7. Authorized permit parking to be in effect from 12:01 a.m. to 7:00 a.m., daily, except no parking from the 16th day to the last day of each month, inclusive, from April 1 to November 30, inclusive, on the odd (east) side of Earlscourt Avenue from Ascot Avenue to Rogers Road.

8. Authorized permit parking to be in effect from 12:01 a.m. to 7:00 a.m., daily, except no parking from the 1st day to the 15th day of each month from April 1 to November 30, inclusive, and no parking anytime from December 1 of one year to March 31 of the next following year, inclusive, on the even (west) side of Earlscourt Avenue from Ascot Avenue to Rogers Road.

9. Designated an accessible parking space to be in effect at all times, from December 1 of one year to March 31 of the next following year, inclusive, and from the 1st day to the 15th day of each month from April 1 to November 30, inclusive, on the east side of Earlscourt Avenue, between a point 53.5 metres south of Hope Street and a point 5.5 metres further south.

10. Amended the existing accessible parking space in effect at all times, from December 1 of one year to March 31 of the next following year, inclusive, and from the 1st day to the 15th day of each month from April 1 to November 30, inclusive, on the west side of Earlscourt Avenue between a point 52.2 metres south of Hope Street and a point 5.5 metres further south to be in effect at all times, from the 16th day to the last day of each month from April 1 to November 30, inclusive.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Transportation Services is requesting approval for the installation of a designated on-street accessible loading zone on the east side of Earlscourt Avenue, between Hope Street and Ascot Avenue.  The accessible loading zone will operate from 8:00 a.m. to 5:00 p.m., Monday to Friday.  The establishment of this accessible loading zone will provide unimpeded curbside access for the Toronto Transit Commission (TTC) Wheel-Trans users in the subject area.

During the investigation, Transportation Services discovered discrepancies between the by-lawed parking regulations and the posted signage on Earlscourt Avenue.  Recommendations 2 to 10 will rectify these inconsistencies.
