The Scarborough Community Council:

1. Authorized all-way compulsory stop control at the intersection of Birchcliff Avenue and Freeman Street.

This proposed motion is intended to address safety concerns for all road users, particularly children, seniors, pedestrians, and cyclists using Birchcliff Avenue and Freeman Street. This intersection is a key travel route for students and families walking to and from Birch Cliff Public School, and residents have raised concerns about driver behaviour and the potential for serious collisions. All-way compulsory stop controls are a proven traffic calming tool that help reduce vehicle speeds, clarify right-of-way, and create safer crossing opportunities for pedestrians at residential intersections. Although not technically warranted at this location, implementing an all-way stop at Birchcliff Avenue and Freeman Street will improve safety, support active school travel, and enhance the quality of life for residents.
