The Scarborough Community Council:

1. Requested the General Manager, Transportation Services, to install a temporary school crossing guard on Kingston Road in front of St. Theresa Shrine Catholic School, until a subsequent warrant analysis can be conducted by the end of fourth quarter of 2026.

I am writing to respectfully request the placement of a temporary school crossing guard at the intersection of Kingston Rd Near St. Theresa Shrine Catholic School.

The school parent community has continued to raise serious concerns about safety at this intersection. The location was flagged by residents as having an accident in previous years, in addition to this crossing being a main pedestrian pathway for students leaving St. Teresa Shrine Catholic Public School. The location is immediately adjacent to a major six-lane section of Kingston Road that functions similarly to a highway, with high vehicle speeds, complex turning movements, and challenging sightlines. Parents and school staff report that driver behaviour, including aggressive driving and failure to yield, further increases the risk for children and families walking to and from school.

Given these ongoing concerns, and in light of the unique design and operating conditions at this intersection, I am requesting that Scarborough Community Council override the technical analysis and authorize the placement of a temporary school crossing guard at Kingston Road Near St. Theresa Shrine Catholic School until December 31, 2026. This temporary measure would provide an important layer of protection for students and families while longer term safety and design improvements are explored.
