Community Council Decision
The Scarborough Community Council:
1. Requested the Director, Traffic Management, come to forward with the Recommendations and drawings for traffic calming measures (speed humps) on Brimwood Boulevard, between Brimley Road and Sandhurst Circle, for submission at the Scarborough Community Council meeting taking place on May 1, 2025.
2. Requested the Director, Traffic Management, to undertake a review and recommend safety measures that can be implemented at the two pedestrian crossovers on Brimwood Boulevard, including but not limited to, crossing guards, bump outs, paint, flex posts, et cetera, in conjunction with any recommendations resulting from the vulnerable road user review at Brimwood Boulevard and Bridley Road.

In response to the tragic death of Christina Huang, a Grade 9 student at Albert Campbell Collegiate Institute, who was struck by a car on Brimwood Boulevard on March 26, 2025, this motion seeks to explore and implement additional traffic calming measures to enhance safety in the area. This street is home to three schools and experiences high volumes of pedestrian and vehicular traffic, particularly during school hours. The incident has underscored concerns from residents, parents, and school officials about the need for improved safety measures.
This motion seeks to evaluate and implement enhanced traffic calming solutions, such as reduced speed limits, enhanced crosswalks, speed humps, crossing guards and increased enforcement, to protect students and other pedestrians. By taking decisive action, this motion aims to prevent future tragedies and create a safer environment for all road users.
