Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.
The City Clerk has posted today's Order Paper online, with agenda item RM35.7 – Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.
We have three deferred items before us today: Items NY27.2, DM35.1 and DM35.2, deferred from the November meeting of City Council.
The Mayor has designated Item MM35.15, “Speeding Up Light Rail Transit and Streetcars - by Mayor Olivia Chow, seconded by Councillor Jamaal Myers,” as her first Key Matter and first item of business this morning, subject to Council’s vote to waive referral on the item.
I’ll ask the Clerk to put the Member Motion up on the screen.
The Mayor has designated Item EX28.1, “Making life more affordable for families by asking luxury-home buyers to chip in more” as her second Key Matter and first item of business tomorrow.
The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow, only if the Mayor’s Key Matters are completed.
Members, there are some related matters on the agenda that I propose be considered together if they are held:
- Items EX28.3, EX28.4 and EX28.5, relating to heat; and
- Items EX28.2 and PH26.3, relating to multi-tenant homes.
That, with the Mayor's consent, City Council consider Member Motion MM35.17 with the Mayor's First Key Matter, Member Motion MM35.15.
The Mayor did not consent to join the items.
That City Council time item MM35.17 as the first item following the Mayor's First Key Matter, subject to Council waiving referral on the item.

Members, we will now review and confirm the Order Paper. Once the Order Paper has been approved by Council, any change will need a two-thirds vote.

There are 59 Items left on the agenda, including 27 Member Motions.
The Mayor has timed her second key matter, Item EX28.1 headed “Making life more affordable for families by asking luxury-home buyers to chip in more” as the first item of business this morning.
Council has timed Item IE26.3 headed “TransformTO Net Zero Strategy: Action Plan (2026-2030)” as the first item of business following the Mayor’s Key Matter.
Council has timed Item EX28.2 headed “Status Update: Implementation of Ombudsman’s Recommendations and Council Directives on the City’s Response to a Vital Services Outage in a Multi-Tenant Home” together with Item PH26.3 headed “Multi-Tenant Houses Regulatory Framework: Implementation Update” as the first item of business after Member Motions this afternoon.
Members, before I take the release of holds, I need to advise Council about Item IE26.3 on Transform TO. The item before Council contains a recommendation that was transmitted in error to the Council agenda. Recommendation 9 of the item was referred by the Infrastructure and Environment Committee to the Executive Director, Environment, Climate and Forestry with instructions. Recommendation 9 should not be before us today and I will instruct the Clerk to correct the item before we consider it this morning.
December 17, 2025 at 9:51 a.m. - That City Council adopt the December 17, 2025, Order Paper.
Councillor Perks, rising on a Point of Order, stated that his understanding is that the precedent that’s been established is when Council wants to join a Member Motion to another item, then Council will go ahead and do the approval first; if, however, Council does what Councillor Bradford is asking for in his motion 1b, anybody who has moved a Member Motion can stand up at any time during the meeting and ask that Council deals with their item immediately and that fundamentally alters the practice at Council. Councillor Perks further stated that he would ask the Speaker to rule the motion out of order.
Councillor Perks, rising on a Point of Order, stated that this creates a double bind--that Council will not have gone through the reading of the Member Motions when the Mayor’s first key item is complete; so, when Council gets to the end of the Mayor’s first key item, Council still won’t have item MM35.17 in front of it. Councillor Perks further stated that this raises his original question, which is: is it the Speaker’s ruling that Members can stand up at any point during the meeting and say “do my Member Motion now instead of during the rundown”?
Councillor Perks, rising on a Point of Order, stated that the Speaker’s ruling sets that from today on, any Member, at any time, can stand up and say “I want to deal with Member Motion XYZ” out of order and before the Member Motion rundown.
Councillor Fletcher, rising on a Point of Order, stated that the motion that was up earlier was for Council to time the item before Council waived referral and that she thinks what Councillor Perks is saying that Council would like to waive referral first and then set the time of the item.
Speaker Nunziata requested the Deputy City Clerk to comment.
The Deputy City Clerk advised Members of Council that Member Motions are considered by Council at 2:00 p.m. on Day 2 of the meeting so, in order for Council to consider a Member Motion before that time, Council needs to take a vote to time the item differently. If the motion to time the matter out of that sequence carries, then Council can vote to wave referral on the item.
