April 23, 2025, at 10:01 a.m. - Speaker Nunziata advised Council of the following:
Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.
The City Clerk has posted today's Order Paper online, with agenda item RM29.7 – Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.
We have five deferred items before us today: Items GG19.27, TE20.40, TE20.55, DM29.1 and DM29.2.
The Mayor has designated Item IE20.3 headed “Congestion Management Plan – 2025 Update” as her first Key Matter and first item of business today.
Members, with the Mayor's consent I would propose that the Mayor's first key matter be considered together with item IE20.2 - "Annual Strategic Capital Coordination Report " as they both relate to reducing congestion and getting Toronto moving.
The Mayor gave her consent to join the items.
The Mayor has designated Item EX22.10 headed “Build More Homes: Identifying Opportunities for More Purpose-Built Rental Housing” as her second Key Matter and first item of business tomorrow.
The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow, only if the Mayor’s Key Matters are completed.
Members, there are some related matters on the agenda that I propose be considered together if they are held:
Items TE20.55 and DM29.2 relating to the Ontario Line and Heavy Truck Haul Routes.
That City Council consider Item NY22.27 headed “Naming Recommendation for a Parcel of Land within Lawrence Park Ravine to "Jaye Robinson Park"” as the first item of business on the Second Day of Council.
That City Council consider item IE20.8 headed "Safety Barriers Along the Leaside Bridge - Feasibility Study Update" as the first item of business after Member Motions on Day 2 of Council.

There are 37 Items left on the agenda, including 17 Member Motions. Council has timed Item NY22.27 headed “Naming Recommendation for a Parcel of Land within Lawrence Park Ravine to ‘Jaye Robinson Park’” as the first item of business this morning.
The Mayor has timed her Second Key Matter, Item EX22.10 headed “Build More Homes: Identifying Opportunities for More Purpose-Built Rental Housing” as the second item of business this morning.
