a - Review Order Paper

March 26, 2025, at 10:11 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper. Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda Item RM28.7 – Review of the Order Paper. If Council adopts any amendments to the Order Paper, they will also be posted with this item.

 

We have two deferred items before us today: Items DM28.1 and DM28.2.

 

The Mayor has designated Item EX21.2 on “Mayor’s Economic Action Plan in Response to United States Tariffs” as her first Key Matter and first item of business today. 

 

The Mayor has designated Item CC28.2 on “Identifying and Addressing Pressures in the Refugee and Emergency Shelter System” as her second Key Matter and first item of business tomorrow. 

 

The Notice of Motion run through is scheduled for 2:00 p.m. tomorrow, only if the Mayor’s Key Matters are completed.

 

Members, there are some related matters on the agenda that I propose be considered together if they are held:

 

Items TE20.55 and MM28.28 relating to the Ontario Line and Heavy Truck Haul Routes, if Council votes to waive referral on the Member Motion.


1 - Motion to Amend Item moved by Mayor Olivia Chow (Carried)

That:

 

1. City Council consider the following Items as the first and second items of business after the Mayor’s First Key Matter:

 

CC28.3, headed “Results of Collective Bargaining Negotiations Between the City of Toronto and CUPE Local 79”; and

 

CC28.5, headed “Recruitment for the Deputy City Manager, Community and Social Services".

 

2. City Council consider the following Item as the first item of business immediately after lunch break on March 26, 2025:

 

EX21.8, headed “Building a Universal Student Food Program in Toronto”.

 

3. City Council consider the following Item as the second item of business immediately after lunch break on March 26, 2025:

 

EX21.13, headed “Supporting Ownership Housing Developments”.

That City Council consider items TE20.55 headed, "Ensuring Safety for the Ontario Line Construction" and MM28.28 headed, "Requiring Metrolinx to Develop a Heavy Truck Safety Plan - by Councillor Paula Fletcher, seconded by Deputy Mayor Ausma Malik" as the first item after Member Motions.


3 - Motion to Amend Item moved by Councillor Stephen Holyday (Carried)

That City Council consider Item CC28.6 headed, Review of Councillor Remuneration" as the third item after the Mayor's Second Key Matter on the Second Day of Council.


4 - Motion to Amend Item moved by Councillor Michael Thompson (Carried)

That City Council request the Ombudsman to provide a presentation on Item CC28.2, headed "Identifying and Addressing Pressures in the Refugee and Emergency Shelter System".

March 27, 2025, at 10:01 a.m. - Speaker Nunziata advised Council of the following:

 

Members, we will now review and confirm the Order Paper. Once the Order Paper has been approved by Council, any change will need a two thirds vote.

 

The City Clerk has posted today's Order Paper online, with agenda item RM28.7, Review of the Order Paper.

 

There are 76 Items left on the agenda, including 48 Member Motions. They Mayor has timed her Second Key Matter, Item CC28.2 headed “Identifying and Addressing Pressures in the Refugee and Emergency Shelter System” as the first item of business this morning.

 

When we recessed yesterday, Council was considering Item EX21.13 – Supporting Ownership Housing Developments, the last timed item from yesterday.

 

Members, I propose that once we finish the Mayor’s Second Key Matter, we complete consideration of Item EX21.13, and then consider the following items in the order we adopted yesterday:

 

CC28.4 - Update on Electric Ferries Shoreside Infrastructure and Ferry Terminal Improvement Projects

 

To be considered together with:

 

EX21.3 - Toronto Ferry Service Operational Review

 

Then,

Motion to Adopt Order Paper (Carried)

March 27, 2025, at 10:11 a.m. - That City Council adopt the March 27, 2025, Order Paper.


Point of Order by Councillor Shelley Carroll

Councillor Carroll, rising on a Point of Order, stated that she wished to know, given all the time-specificity, if there was a procedural impediment to having Councillors, as with any other motion, email Centre Table the day before so that some of these conflicts could be resolved for this morning so that Council wouldn’t spend the better part of an hour re-ordering the agenda.

Speaker Nunziata accepted the Point of Order and stated that this has never happened, where Council spent almost an hour on timed items.


Point of Order by Councillor Shelley Carroll

Councillor Carroll, rising on a Point of Order, stated that in her experience this happens often and that she wished to know if there was a reason Councillors couldn’t send their motions in advance.
