Motions (City Council)

a - Review Order Paper

February 5, 2025 at 9:58 a.m. - Speaker Nunziata advised Council of the following:

Members, I will now review the Order Paper.

The City Clerk has posted today's Order Paper online, with agenda item RM26.6, Review of the Order Paper.

We have one deferred item today: GG18.38, deferred from the December 17 and 18, 2024, meeting of City Council.

The Mayor has designated as her first Key Matter Item MM26.7 headed “Creation of a City of Toronto 'Buy Local, Buy Canadian Campaign' - by Councillor Mike Colle, seconded by Councillor Jennifer McKelvie", subject to Council’s vote to waive referral on the item. If the motion to waive referral carries, this will be our first item of business this morning.

The Mayor has designated Item PH18.4 headed “Expanding Housing Options in Neighbourhoods” as her second Key Matter and second item of business today.

Members, with the Mayor's consent, I would propose the following related matters be considered together:

That items PH18.5 and PH18.7 be considered with the Mayor's Second Key Matter, item PH18.4, as they are related to action on housing.

The Mayor gave her consent to join the items.

Members, there are some additional related matters on the agenda that I propose be considered together if they are held:

Items EX20.11 and PH18.2 on the ReNew Golden Mile Environmental Assessment.

Motion to Amend Item moved by Councillor Jamaal Myers (Carried)

That City Council consider the following Items at or after 4:30 p.m. on February 5, 2025:

EX20.9 - Advancing Eglinton East Light Rail Transit; and

EX20.10 - Advancing the Waterfront East Light Rail Transit.

Motion to Adopt Order Paper as Amended (Carried)

February 5, 2024 at 10:31 a.m. - That City Council adopt the February 5, 2025, Order Paper, as amended, and all other Items not held on consent.

Point of Order by Councillor Stephen Holyday

Councillor Holyday, rising on a Point of Order, stated that he didn’t agree with the Speaker’s joining together of items PH18.4 and PH18.5 as it reduces the question time, and requested an opportunity to put that to a vote.

Ruling by Speaker Frances Nunziata (Upheld)
Speaker Nunziata accepted the Point of Order and ruled that, with the Mayor’s consent, she proposed to join items PH18.5 and PH18.7, to be considered with the Mayor’s Key Matter, PH18.4.

Challenged by Councillor Stephen Holyday
