The Board of Directors of the Toronto Parking Authority:

1. Deferred the consideration of this item until the December 5, 2025 meeting of the Board of Directors of the Toronto Parking Authority.

The purpose of this paper is to defer consideration of extending the EV Charging Equipment Purchase Agreement with ChargePoint Inc., originally effective December 12, 2022, to the Board meeting scheduled for October 16, 2025.

At its meeting on March 26, 2025, City Council adopted the Mayor's Economic Action Plan in Response to U.S. Tariffs, outlining ten immediate actions the City will undertake in response to tariffs imposed by the United States. Included in these actions was a directive for the City Manager and the General Manager of Economic Development and Culture to propose amendments to the purchasing bylaw, with a report back to Council anticipated in July 2025.

Given the forthcoming amendments to procurement policies and their potential impact on existing and future contractual arrangements, deferring the decision until October 16, 2025, will ensure alignment with City Council’s updated procurement framework and strategic priorities.

At its meeting on March 4, 2025, the Board of Directors of the Toronto Parking Authority considered Item PA13.5 and, in so doing, has:

1. Deferred consideration of the extension of the EV Charging Equipment Purchase Agreement effective December 12, 2022, with ChargePoint Inc., for an additional term of two (2) years plus an additional one (1) year option at Toronto Parking Authority’s sole discretion to the May 15, 2025 meeting of Board of Directors of the Toronto Parking Authority.

2. Directed the President, Toronto Parking Authority to align procurement policies with the City of Toronto's "Buy Local, Buy Canadian" Campaign, as approved at City Council on February 5, 2025, and prioritize the EV Charging Equipment Purchase with Canadian vendor Services FLO Inc., with any change to this to be subject to approval by the Board of Directors of the Toronto Parking Authority.

Summary from the report (February 13, 2025) from the President, Toronto Parking Authority:

Over the past two (2) years, consistent with our strategy, the Toronto Parking Authority (TPA) has designed and built Canada’s largest municipally owned Electric Vehicle (EV) charging network, featuring 461 charging ports across 85 locations. Over the next two (2) to three (3) years, Toronto Parking Authority will continue expanding its EV charging network, further solidifying its position as Toronto’s premier EV charging provider.

The purpose of this paper is to seek approval for the extension of two (2) key agreements with EV charging equipment providers, ChargePoint Inc. and Services FLO Inc. These agreements were initially approved by the Board on December 12, 2022, as an extension of a City of Toronto agreement with the cooperative purchasing organization, Kinetic GPO that was tendered in the fall of 2022 and remains in effect today. The original board approval expired in December 2024, and this request would extend the agreements under the existing City of Toronto tender for an additional two (2) years, with an optional one (1) year extension.

As Toronto Parking Authority continues to expand its EV charging network, it is essential to maintain these partnerships to ensure operational continuity, streamlined maintenance, and system compatibility across our infrastructure.

No additional funding is required for these extensions. The original contracts, approved by the Board in December 2022, have a total budget cap of $10.6 million (excluding HST). To date, $3.1 million has been expended, leaving a remaining balance of $6.85 million before reaching the approved limit. The value of both contracts will continue to be capped at $10.6 million, ensuring fiscal responsibility while supporting the continued expansion of Toronto Parking Authority’s EV charging infrastructure.
