Board Decision
The Board of Directors of the Toronto Parking Authority:
1. Approved the amendments to Policy Resolution 3-6, to add Car Park 241 (9 Bonar Place) to Schedule A, as outlined in Attachment 1 to the report (October 1, 2025) from the President, Toronto Parking Authority.

Summary
As part of Toronto’s preparations for hosting the 2026 FIFA World Cup, the City of Toronto and the Toronto Transit Commission (TTC) have rolled out the RapidTO initiative, focused on implementing transit priority measures to enhance the speed, reliability, and overall performance of surface transit services. As a result of RapidTO, Toronto Parking Authority's (TPA) inventory of paid parking will be reduced along Bathurst and Dufferin for priority bus lanes to more efficiently move people along these key corridors.
Toronto Parking Authority (TPA) Policy Resolution 3-6 - Residential Overnight Use allows TPA to designate specific off-street parking lots for temporary overnight parking at no charge to applicable residential parking permit holders. In response to the reduced availability of parking due to RapidTO implementation, City Council requested TPA to assess the feasibility of adding Car Park 241 (9 Bonar Place) to Schedule A of Policy Resolution 3-6.
Management has reviewed the request and proposes amending the policy to designate Car Park 241 in Policy 3-6 - Residential Overnight Use. The draft amended policy is included in Attachment 1.

City Council on July 23 and 24, 2025, adopted Item EX25.4 as amended and, in so doing, has requested the Board of Directors, Toronto Parking Authority to assess feasibility of adding Car Park 241 at 9 Bonar Place to Schedule A of Toronto Parking Authority Policy Resolution 3-6 (Residential Overnight Use), designating the municipal car park as a location for overnight parking for valid residential on-street permit holders.
