Board Decision
The Board of Directors of Toronto Parking Authority:
1. Provided authority to the President, Toronto Parking Authority, to execute retainer agreements for RFP 2025-CS-VAR-2030.1 with Daniel Johnson Architect Inc. and AXIA Design Associates Inc. to provide architectural design and contract administration services on an as-required basis through June 30, 2028, for a combined total amount not to exceed $3,000,000 (excluding HST).

Summary
As part of the Toronto Parking Authority’s State of Good Repair (SOGR) strategy—which prioritizes structural repairs followed by garage modernization—Toronto Parking Authority is now moving forward with the modernization phase of the State of Good Repair (SOGR) program. This phase focuses on technology upgrades and customer experience improvements, including enhanced signage, updated facades, modernized payment systems, expanded EV charging infrastructure, new elevators, and upgraded interior finishes.
To deliver this work, Toronto Parking Authority will retain two architectural firms to lead design and construction oversight for the modernization phase. The first stage will focus on Car Parks 58, 68, and 43, which have completed or will complete structural repairs under the State of Good Repair (SOGR) strategy in 2025. Toronto Parking Authority will then proceed with upgrades at Car Parks 29 and 150 once their structural repairs are finished. In addition, the firms will support new development reviews, site inspections, and other renovation projects.
